Part of the VAT you pay as a tourist can be reclaimed, but the system loves the money of whoever loses the form or forgets the stamp. Get the order right.

How it works

The Refund Comes From the Middleman, Not the State

Tax free means tourists living outside the country can partially reclaim shopping VAT in the EU and many other countries. The refund is paid by intermediaries like Global Blue / Planet, who take a commission; so even if "VAT is 20%", what lands in your hand is usually 10-14%.

1) At the store

At a store with the "Tax Free" logo, show your passport and ask for the tax free form. The minimum amount varies by country (e.g. France ~100 €, Italy ~70 €; Germany ~50 € since 2025).

2) Customs stamp/validation

When leaving the EU, and in the LAST EU country: with the goods unused and with you, get customs validation (a physical stamp or kiosk/digital approval) with the form + passport + boarding pass. An unstamped form is worthless.

3) The refund

After validation, choose cash at the refund desk (high commission) or refund to card (2-8 weeks). The mailbox drop-off method is the slowest; photograph the form.

The time plan

Refund queues reach 30-60 minutes at busy hours. If you will do tax free, add an extra hour at the airport, and find out in advance which countries require doing it before checking luggage (if the goods will go in the hold).

The Rules When Entering Turkey

Shopping abroad is subject to exemption limits at Turkish customs: personal belongings and a gift allowance of up to 430 € apply (lower for under-15s). Items clearly above the limit incur tax; looking like commercial quantity is a separate issue.

Phones are a separate story

A phone brought from abroad works unregistered in Turkey for 120 days; after that, IMEI registration via e-Devlet and a hefty fee are required. Do the "cheap phone from abroad" math including the fee.

Cash declaration

Entering/leaving with 10,000 € or more in cash requires a customs declaration.

Same Game, Different Rules

France: PABLO kiosks

You scan the form at the PABLO kiosk at the airport; green screen = approved, no stamp queue. If the kiosk shows red, you must go to the customs officer.

Italy & Spain: digital validation

Italy works with OTELLO, Spain with DIVA, in the same logic. Make sure the store enters the form into the digital system; the paper form alone may not be enough.

The United Kingdom: GONE

The UK completely abolished tourist VAT refunds in 2021. Do not factor tax free into London shopping; the "I'll do it at Heathrow" plan has been invalid since 2021.

Japan & Korea: instant refund

In Japan VAT is deducted instantly at the store (goods in a sealed bag; you must not open them in the country); in Korea, up to a certain amount it is refunded instantly at the store or an airport kiosk. Japan's system is being changed to an at-airport refund by the end of 2026; check the current state before going.

Packing the goods and then going for the stamp

Customs may want to see the goods. Tax free items must stay in hand luggage or accessible until the stamp/validation is done.

Not reaching the minimum in a single store

The amount is calculated with same store, same day receipts; 40 € each at three different stores does not meet France's ~100 € threshold.

Leaving the refund to the last minute

Stamp + desk queues reach an hour in high season. The refund abandoned in the rush to catch a flight is the system's quiet profit.

Not seeing the cash refund's commission

Cash at the desk looks attractive but its commission is high; if there is no hurry, refund to card leaves more money in total.

Usually 2-8 weeks. Keep the form's tracking number and a photo; if delayed, query the number on Global Blue/Planet's online tracking page and open a support ticket. A lost form with no photo is lost money.

As a rule, goods must be unused/tagged when leaving the EU; customs can refuse the refund on items that do not look new. Even if you plan to wear it, do not remove the tags until exit.

Around 10-14% net, depending on the country's VAT rate and the middleman's commission. Think 10-14 € on a 100 € purchase; for small purchases the queue may not be worth it.

As a rule, no; customs validation is the heart of the system. Some countries have limited exception procedures, but in practice an unstamped/unvalidated form is not refunded.

In the LAST country you exit the EU from, for all forms at once. E.g. Italy + France shopping gets validated in Paris if you fly back from Paris.
